One challenge for airport authorities and airlines is how to take advantage of more efficient passenger flows that can defer new building expansion costs and reduce long line ups for passengers.

One practical solution has been to move the bag tagging and bag acceptance away from the traditional ticket counter to a passenger self-service function in the airport or at an off-airport location. With this approach, more efficient passenger flows can be obtained by implementing passenger self-tagging at kiosks and bag acceptance at strategically placed bag drops away from the traditional ticket counters.
